Phase 2 Latest SOP Malaysia September 2021 : ACTIVITIES AND PROTOCOLS
1. Area Involved
KELANTAN, PERAK, PENANG, SABAH, JOHOR AND KEDAH.
*For Sabah, please refer to the National Rehabilitation Plan – Sabah Phase 2 SOP.
** For areas enforced by PKPD, PKPD SOP in the area is effective until the expiry date of the PKPD.
2. Strong Period Power
*For Johor starting on 24 September 2021 (starting 12.01 am).
** For Kedah starting on 1 October 2021 (starting 12.01 am).
3. Vaccination Completed
Individuals who have been fully vaccinated are individuals who have met the criteria the following:
i.For vaccine types that require two doses of injection (such as Cormirnaty (PfizerBioNTech), COVID-19 AstraZeneca (Oxford-AstraZeneca), CoronaVac (Sinovac), Spikevax (Moderna) and Covilo (Sinopharm)), the individual in question must have passed 14th day from the date of injection of the second dose;
OR
ii.For vaccine types that require only one injection dose (such as COVID-19 Janssen (Johnson & Johnson) and Convidecia (CanSino)), the individual in question must have past the 28th day from the date of injection.
4. Protocol General Health
• Licensees and premises owners are required to provide QR Code facilities MySejahtera and provide customer attendance registration book.
• Hand sanitizer is provided at the entrance and its use is ensured before entering.
• The use of the MySejahtera application is mandatory in the area of wide internet access. The use of customer attendance registration books is only allowed in that area no internet coverage or other reasonable grounds (seniors, absence smartphones etc.).
• Licensees and premises owners ensure customers check in the premises use MySejahtera or manually write the name and no. phone if no internet coverage.
• Employers, employees, customers and visitors are required to check in MySejahtera or manually write readable names and phone numbers (if none internet coverage) before entering the premises including in Government, private and private.
• For shopping malls, supermarkets or department stores, customers only need to perform a body temperature scan only once at the entrance of the complex and not at each business premises under one complex.
• Body temperatures above 37.5 degrees Celsius are not allowed to enter the complex and premise.
• The owners of the complex and premises outside the complex need to ensure only customers with “Low Risk” status including “Casual Contact Low Risk” in MySejahtera or The COVID-19 Vaccination Card is allowed to enter the respective complexes or premises.
• Licensees and premises owners ensure control of customer entry and exit to premises with physical imprisonment of at least 1 meter
• Individuals under the age of 18 are not encouraged to be in place and public facilities.
• Licensees and premises owners limit the number of customers on the premises with physical imprisonment of at least 1 meter at a time.
• Each premise needs to display the total customer entry limit on something time. The use of a queue number system is encouraged for incoming customers from something premise.
• All building owners must provide a QR Code on each level.
• Employees, suppliers and customers are required to wear face masks properly according to the MOH’s recommendation while on the premises.
• Ensure good VENTILATION AND VENTILATION SYSTEM in the premises based on ventilation guidelines and indoor air quality released by the Department of Occupational Safety and Health (DOSH).
• It is mandatory to wear a face mask especially when in a public place crowded except for the following activities and places:
a) Hotel rooms or paid accommodation alone and involving members of the household.
b) Solitary workspace.
c) Sports and recreational activities.
d) Own vehicle and involve household members.
e) Indoor or outdoor public areas and places without any other individuals.
f) While eating and drinking in a public place without any other individual (other than in restaurants or food premises).
Phase 2 Latest SOP Malaysia September 2021 : FACILITIES FOR COMPLETED VACCINATION PEOPLE
5. Across the District
• Cross -county is allowed for individuals who have completed receiving the vaccine with submit COVID-19 Digital Vaccination Card/ Certificate and identity card/ passport as proof.
• For individuals who have received a complete vaccination are allowed to bring older children 18 years and under by adhering to general health protocols.
6. Cross -Regional and State for Spouses Husband Wife Long Distance (PJJ)
7. Cross -Regional and State for Parents/ The guardian Have Children (In Under 18 Years) Distance Remote (AJJ)
• Parents/ guardians who have children under the age of 18 and reside in the state different are allowed across the state to meet their respective children on condition both parents / guardians must have been fully vaccinated with PDRM confirmation and submit;
➢ Copy of mother’s, father’s identity card and child’s birth certificate/ document
➢ Copy of COVID-19 Vaccination Digital Card / Certificate of parents / guardians
➢ Child’s school information (if applicable)
• Show a letter of permission that has been approved by PDRM when passing through Roadblocks Raya (SJR).
8. Citizenship and No. Citizens the Returning/ Arriving from overseas
• Citizen and non -citizen travelers who have a residence in Malaysia (including PR and Malaysia MY Second Home) returning or arriving from abroad and have been completely vaccinated, allowed to undergo mandatory quarantine at home and given Digital Home Surveillance and Observation (HSO) orders are subject to evaluation risks of the Ministry of Health Malaysia (MOH) and details issued by the MOH.
➢ Demonstrate evidence of RT PCR test report with negative results conducted 3 days before departure.
➢ Have a valid certificate of complete dose COVID-19 vaccination (depending on type vaccine).
➢ No symptoms during health screening at the National International Gateway (PMA).
➢ Have a suitable place of residence to carry out quarantine.
• Individuals who return / arrive from abroad and have not been fully vaccinated or have not been vaccinated need to undergo quarantine at a designated quarantine center as well as subject to details issued by the Ministry of Health Malaysia (MOH).
• The mandatory quarantine period for travelers from all countries is 14 days and can extended for another 7 days if there is a need based on the results of the assessment risk carried out on the 14th day.
• Travelers are required to make a daily self -assessment through Home Assessment Tool (HAT) in the MySejahtera application and this activity should continue until the end quarantine period (either 14 days or 21 days from date of arrival).
• Travelers are required to undergo COVID-19 infection detection test screening viz COVID-19 RT-PCR test upon arrival at PMA. Repeat test screening test detection of COVID-19 infection, RT-PCR COVID-19 was performed on the 10th day or day to 18 (for travelers who have to undergo quarantine for 21 days).
9. Religious
• Prayer activities in mosques and suraus for individuals who have been fully vaccinated are allowed subject to the rulings and SOPs by the State Religious Authority.
• Prayer activities at Non -Islamic Houses of Worship (RISI) for individuals who have been fully vaccinated allowed subject to regulations and SOPs by the Ministry of National Unity (IGP).
10. Dine-in
• Restaurant operators including in hotels, sports and recreation club houses, eateries, stalls dining, catering vehicles, roadside hawkers, circulating hawkers, food courts, hawker centers, stalls roadside dining and kiosks are allowed to provide dine-in service in compliance the following conditions:
➢ Only accept clients who have been fully vaccinated and asymptomatic
➢ The owner of the business premises MUST display the customer acceptance notice that has been completely vaccinated and asymptomatic only at the entrance of the premises. ➢ Only employees who have received a complete and asymptomatic dose of vaccine are allowed works with the following vaccination rates: (a) 40%: Allowed to operate with a capacity of 60% of employees. (b) 60%: Allowed to operate with a capacity of 80% of employees. (c) 80%: Allowed to operate with 100% employee capacity.
➢ Business premises owners need to ensure table layout according to incarceration and the premises have a good ventilation system.
➢ Dine-in activities with a capacity of 50% per table and physical imprisonment of at least 1 meters subject to SOP KPDNHEP VAT Phase 2 – Distribution Trade.
• For individuals who have received a complete vaccination are allowed to bring older children 18 years and under to dine-in at the premises in compliance with general health protocols.
11. Sports and Leisure
All physical contact sports and recreational activities performed in the OPEN area (OUTDOOR) is RESTRICTED to individuals who have COMPLETED VACCINATION only for perform all sports and recreational activities from 6.00 am to 10.00 pm subject to the movement control command currently in force.
• Operation of all OPEN sports and recreational facilities (OUTDOOR) with compliance to the General SOPs of the Sports and Recreation Sector WITH supervisory control. Employee’s attendance is not more than 60% of the workforce comprising management and operations. Consumption is among individuals who have COMPLETED VACCINATION for physical contact activities. Individuals who have received a complete vaccination are also allowed to bring children aged at under the age of 18 to perform such activities in strict compliance with SOPs.
• All physical contact or non -contact sports and recreational activities performed individuals or groups in CLOSED (INDOOR) areas are RESTRICTED to individuals who have COMPLETED VACCINATION only from 6.00 am to 10.00 pm subject to the movement control command currently in force.
• Operation of all sports and recreation facilities CLOSED (INDOOR) with compliance to 50% of utilization capacity/ area WITH supervisory control. Employee’s attendance is not more than 60% of the workforce comprising management and operations. Consumption is among individuals who have COMPLETED VACCINATION only. Individuals who have receiving a complete vaccination is also allowed to bring children under the age of 18 years to perform such activities in strict compliance with SOPs.
• Operation of all sports and recreation facilities OPEN (OUTDOOR) and CLOSED (INDOOR) public is subject to the Local Authority (PBT) or the Authority related.
• more than 50 people at a time inclusive coach/ instructor/ parent (whichever is lower). Individuals who have receiving a complete vaccination is also allowed to bring minors 18 years to perform such activities in strict compliance with SOPs.
• Attendance of spectators/ supporters to sports and recreation venues SUBJECT to 20% area/ seating capacity or 5,000 people (whichever is lower) RESTRICTED to COMPLETELY VACCINATED individuals aged 18 years and above only. Spectators/ supporters must wear face masks and no eating and drinking activities throughout being in a sports and recreation venue.
12. Fisheries Recreation
• Recreational fishing activities including in fishing ponds are allowed for individuals who was completely vaccinated from 6.00 am to 10.00 pm in the same state
13. Picnic and Camping
• Picnic and camping activities are allowed in the same state.
• Individuals who have received a complete vaccination are allowed to bring children under the age of 18 years and below for such activities with strict SOP compliance.
14. Activity Tourism
• Tourism activities are only allowed in the same state involving hotels and homestay.
• Guests who have been fully vaccinated are allowed to engage in indoor tourism activities the same state by presenting the COVID-19 Digital Vaccination Card/ Certificate when registering come in.
• Hotel and homestay operators need to ensure that individuals wishing to enter the premises MUST shows a COVID-19 Digital Vaccination Card/ Certificate proving that the individual has fully vaccinated.
• For individuals who have received a complete vaccination are allowed to bring children 18 years down for tourism activities in hotels and homestays by adhering to health protocols general.
• Visits by appointment for visitors who have been fully vaccinated to the premises and facilities cultural public such as museums, galleries, archives, handicraft centers, memorials, libraries and cultural complex, center/ Cultural Heritage Art Village cultural performance stage allowed with 50% capacity in the premises space.
• Tourism centers/ premises/ products such as zoos, plantations, aquariums, snorkeling, scuba diving fishing tourism and jungle parks are allowed to operate on all conditions operators/ operators and visitors/ visitors are fully vaccinated.
• The tourism bubble on Langkawi Island is allowed to tourists who have completed vaccine by complying with the Langkawi Island Domestic Tourism Bubble SOP.
15. Cruise Ships
• Cruise ships are allowed with 50% of the ship’s capacity provided all crew and passengers have been completely vaccinated.
• Pub and nightclub activities are not allowed.
16. Sector Manufacture and Construction
• For activities not listed in the Manufacturing Sector Necessary Services List and Construction that achieves a complete vaccination rate for workers is permitted operates as follows: (a) 40%: Allowed to operate with a capacity of 60% of employees. (b) 60%: Allowed to operate with a capacity of 80% of employees. (c) 80%: Allowed to operate with 100% employee capacity.
• RTK Antigen testing on employees is carried out every 2 weeks at a cost employer.
17. Mining and Quarrying
• For the Mining and Quarrying Sector which achieves complete vaccination rates for employees are allowed to operate as follows: (a) Less than 80%: Allowed to operate with a capacity of 80% of employees. (b) 80%: Allowed to operate with 100% employee capacity.
• RTK Antigen testing on employees is carried out every 2 weeks at a cost employer.
18.Trade and Distribution Sector
• Customers who receive this facility must have received a complete vaccination.

9. Outdoor equipment store (including camping, fishing equipment, etc.)

11. Tobacco stores (including vape and electronic cigarettes)
12. Store of household goods and kitchen utensils
13. Furniture store
14. Sports equipment store
15. Vehicle accessories store
16. Vehicle distribution and sales center
17. Clothing, fashion and accessory stores
18. Jewelry store
19. Barber shop
20. Beauty Center/ Salon 21. Housing Gallery (Show Room)
• Premises owners must ensure that customers wishing to enter the premises MUST show a Card/ Certificate Digital Vaccination COVID-19 which proves the customer has been fully vaccinated.
• For parents/ guardians who have received a complete vaccination are allowed to bring older children 18 years and under to the premises in compliance with general health protocols.
19. Spa Center (Wellness) AND Massage Center
• Business operations of spa, wellness center and health massage are allowed to visitors and operators who have been fully vaccinated.
• Employees and customers must have a complete vaccine, not a COVID-19 positive case, not close contact to positive and asymptomatic cases.
• Only allow customers who have an appointment. Walk-ins are not allowed.
• Wear gloves (disposable type), face mask, and current face shield perform activity.
• Replacing (including gloves, bed sheets or mattresses or chairs) and cleaning equipment pests including face shield) for each customer.
• Ensure the ventilation system is maintained according to schedule.
• Monitoring by MOTAC will also be conducted including:
➢ SPA operators need to declare the number of employees have completed vaccinations and submitted to MOTAC before being allowed to operate.
➢ Self Compliance Program SOP especially ventilation in the premises.
➢ Spot check and periodic monitoring inspections are conducted by MOTAC.
➢ COVID-19 detection test screening on symptomatic workers.
25. Movement Control
• Cross -district and state (based on district boundaries set by the State Government) no allowed except:
➢ Individuals who have been fully vaccinated for cross -district purposes only.
➢ Long -distance spouses, long -distance children and individuals who have been approved for movement by KKM and PDRM for cross -state purposes.
• PDRM is responsible for implementing control over local areas infected with ATM, APM & RELA assistance. The entrances and exits of the VAT area are closed and entry is controlled by PDRM.
• Movement for individuals who have been fully vaccinated is allowed based on total capacity vehicles.
• Meanwhile, for those who have not received a complete vaccine:
➢ Only two (2) household representatives are allowed out just to get food supplies, medicines, dietary supplements and basic necessities.
➢ A maximum of three (3) people only including patients are allowed out to get health care services, medical, screening tests, vaccination programs, safety or emergency.
• The number of passengers in taxis and e-hailing is limited to two (2) people only inclusive driver, passenger must sit in the back.
• The number of people allowed in the vehicle carrying goods as well as the chain of activities economy or industry depends on the vehicle registration license.
• The number of people allowed in the Department Vehicle or the Official Car of the Post is based on vehicle capacity.
• Activities and services at all airports and ports are allowed to operate 24 hours.
• Sea and land public transport services such as employee transport, bus stops, express buses, ferries and other public transport are allowed based on vehicle capacity.
• Unloading activities involving non -essential goods in factories – factories are allowed to be limited to the delivery and receipt of goods or cargo in stockpile available available for import and export purposes only with a limited number of employees. Activity unloading involving essential goods is not subject to these restrictions and runs as ordinary.
• Movement for cases of death and natural disasters is allowed after obtaining permission from PDRM.
• Disaster or humanitarian aid movements by NGOs need to get permission from State Disaster Management Committee or District Disaster Management Committee at areas affected by the disaster and such assistance is channeled through the Control Center Disaster Operations (PKOB) in the area.
• Movement across districts and states for the purpose of COVID-19 vaccination at the Vaccination Center (PPV) outside the district or state of residence is allowed by showing appointment details in the MySejahtera application, website or SMS.
• Members of Parliament and State Assemblymen are allowed across districts and states to visiting their respective areas without performing any ceremony.
• Movement for Short Term Business Visitors under the approval of the One Stop Center Initiative (OSC) for official or business purposes is allowed after obtaining permission from PDRM.
• Cross -county and state for long -distance married couples who have not received the vaccine complete is allowed between Phase 2 states with the permission of PDRM and submit;
➢ Copy of husband and wife’s identity card
➢ Copy of marriage certificate/ card
➢ Copy of proof of residence of husband/ wife or employer’s confirmation letter
26. Services Public
• Subject to the current direction of the Secretary General.
• The operation of Government offices is carried out in a hybrid manner through the presence of office and Work From Home (BDR) use the following approaches:
➢ Attendance in the office does not exceed 60% for the whole (excluding frontliners, security, defense and enforcement services) and 40% BDR by rotation.
➢ Counter services are open subject to the current instructions of the Secretary General Country.
➢ Attendance to the office must be accompanied by official instruction documents and pass employee.
27. Services Private
• All service sectors approved by the relevant Ministry or Agency can operate within the VAT period subject to a letter of approval from the Ministry related. Movement of employees is subject to registration or letter of approval operating or employee pass or employer confirmation letter.
• Employee attendance capacity for the private sector in services should include operations and management is limited to 80%. Employee capacity for the necessary services sector allowed can be increased to 100% if the employee vaccination rate is 80% and above.
• All private/ non -Government offices that are not listed as services should be allowed to operate provided the employee has been fully vaccinated as follows:
(a) 40%: Allowed to operate with a capacity of 60% of employees
(b) 60%: Allowed to operate with a capacity of 80% of employees
(c) 80%: Allowed to operate with 100% employee capacity
28. Meetings
• Face -to -face meetings are allowed only to individuals who have completed vaccine with 50% of the capacity of the meeting room space. For incomplete individuals vaccinated should follow the meeting by video conference.
• Meetings are encouraged to be conducted by video conference 29. Interviews
• Critical interviews that need to be conducted are allowed in person and online.
30. Business and Services
• Restaurant operators including in hotels, sports and recreation club houses, eateries, food stalls, food trucks, roadside hawkers, circulating hawkers, food courts, hawker centers, stalls roadside dining or kiosks are allowed to operate from 6.00 am to 12.00 midnight.
• Food sales activities are by take -home, drive -through or delivery EXCEPT services dine-in for customers who have received a complete vaccination. Dine-in service for celebrations social is not allowed.
• Park & dine service is not allowed.
• Grocery stores, convenience stores and mini marts are allowed to operate between 6.00 am to 12.00 noon night.
• Pharmacies and personal care shops are allowed to operate from 6.00 am to 10.00 pm.
• Daily necessities stores such as hardware stores, vehicle workshops, baby goods and merchandise stores religious is allowed to operate from 6.00 am to 10.00 pm.
• Health services such as hospitals, clinics and medical laboratories can operate for up to 24 hours or in accordance with an operating permit license.
• Petrol stations including convenience stores at petrol stations can operate from 6.00 am to 12.00 midnight except on toll highways can operate up to 24 hours.
• Supermarkets, hypermarkets and department stores are allowed to operate from 6.00 am to 10.00 pm.
• Book and stationery shops, computer and telecommunication shops and electrical goods shops are allowed operates from 6.00 am to 10.00 pm.
• Barbershops and beauty salons are allowed to operate from 6.00 am to 10.00 am night.
• Animal clinics and pet food shops are allowed to operate from 6.00 am to 10.00 pm.
• Laundry shops, laundromats, car washes and eyewear shops are allowed to operate from the hour 6.00 am to 10.00 pm. Self -service laundromats need to ensure employees are on the premises with comply with the prescribed SOPs.
